I enclose a nil return of the trade in drugs mentioned as the only importation of any such into the territory is by medical officers for professional use.

My Lord,

Salisbury, March 18, 1913. WITH reference to my despatch of the 28th February, respecting the Inter- national Opium Convention signed at The Hague on the 23rd January, 1912, I am now informed by the Administration that opium to the value of 121. was imported into Southern Rhodesia during the year ended 31st December, 1912, and that there was no export of this article during that period.

My Lord,

WITH reference to your despatch of the 10th instant, I have the honour to

Mafcking, February 14, 1913. inform your Excellency that no laws nor administrative regulations relative to tho importation, trade in, and use of opium, morphine, and cocaine were enacted during the year 1912, and that, as the use of these drugs may in effect be said to be non- existent in the Bechuanaland Protectorate, no statistical information upon the matters referred to in article 21 of the convention can be supplied.

2. I regret that these details were not furnished earlier, but the requirements of the Secretary of State have now been carefully noted, and in future a return will be sent to your Excellency as soon as possible after the 31st December of each year.

Livingstone, Northern Rhodesia, February 22, 1913. I HAVE the honour to acknowledge the receipt of your Lordship's despatch of the 10th February, and to state that no new laws or regulations relative to importation of opium into Northern Rhicdesia have been issued during the year 1912.

2. As regards the statistics asked for in article 21 (b) of the International Opium Convention, 1912, I beg to state that there is no trade in opium or the drugs referred to in the convention, their introduction into this territory being prohibited.
